The AdaptAction programme co financed by the European Union and AFD is launching a call for research projects on adaptation in the Mediterranean region. This call for expressions of interest constitutes the first phase of the selection process. The objective is to fund up to three research projects with activities starting during the fourth quarter of 2026 and ending by 30 April 2028.
Presentation Of The Call For Projects
Projects should focus on one or more of the eight countries of intervention of the programme in the region which include Morocco, Algeria, Tunisia, Egypt, Lebanon, Palestine, Jordan and Syria. The selection process will give priority to projects involving at least two countries.
Projects will need to build on climate and impact data already available. This call will not fund new exercises in climate modelling, downscaling, producing climate scenarios or generating new biophysical impact data. The humanities and social sciences should be at the heart of the proposals. Interdisciplinary approaches are encouraged but proposals that are exclusively technical, climate or biophysical will not meet the objectives of this call.
Proposals for research projects should be submitted in either French or English. Any research papers may be written in French, English or Arabic. This call is the first phase of the selection process. At the end of this first phase, shortlisted expressions of interest will be invited to submit a full proposal.
Research Focus Areas
The expected research should contribute to all or part of the following issues. Strengthening the dissemination and translation of climate knowledge and impact data into public policies, territorial strategies and adaptation projects. Analyzing the social, political and institutional conditions of adaptation in Mediterranean territories in order to promote the inclusion of the most vulnerable. Better integrating the experience and knowledge of local decision makers, practitioners and stakeholders into knowledge production.
Co building and implementing decision making tools and processes in the face of climate uncertainties. Promoting the production of operational knowledge that can be used by public actors, donors, project owners and local organizations and usable in the design of public policies or adaptation projects. Contributing to strengthening research and expertise capacities in the countries of intervention.
Sectors Concerned
Projects should address one or more of the following sectors water, agriculture and food security, coastal areas, conflict zones, and health.
Eligible Structures
Eligible structures as consortium lead must include a university or national research centre from at least one of the eight AdaptAction countries in the region. Additionally the consortium must include a university, a research centre or a researcher with proven international credentials such as publication of rank 1 or reference in one of the IPCC groups.
Eligible structures as team members include local or international NGOs, think tanks, consultancy firms with research and development activities, or individual consultants. These are eligible provided that the scientific and operational governance of the project is clearly defined.
Available Budget
The total budget available for this call is €310,000 excluding taxes and will make it possible to finance a maximum of three action research projects. The maximum amount per project is €160,000 excluding taxes.
Project Duration
The maximum duration of funded projects is 16 months. The work should begin during the fourth quarter of 2026 and must be completed by 30 April 2028, with the funds financing these activities ending on that date. Compliance with this deadline will be a decisive selection criterion.
Selection Agenda
The launch of the Call for Expressions of Interest occurred on May 29 2026. The closure of the call for Expressions of Interest is July 3 2026. Analysis of expressions of interest will take place from July 6 to July 24 2026. Shortlisted candidates will be invited to submit a full proposal on July 27 2026. Drafting of complete proposals is due by September 25 2026. Final selection will occur on October 9 2026. Contracting with the project leaders of selected projects will happen by November 15 2026. Work will begin on November 15 2026.
