DV-2027 Green Card Lottery: What Applicants Should Prepare Before Registration Opens

DV Lottery 2027 latest news, registration updates, new passport requirements, $1 entry fee, eligibility rules, and Green Card application details.

The U.S. Diversity Visa, commonly known as the Green Card Lottery, is facing an unusual delay for the DV-2027 program, leaving millions of potential applicants waiting for the U.S. government to announce when registration will officially begin.

The U.S. Department of State previously announced that changes were being made to the DV-2027 entry process and said the registration opening date would be announced separately. The usual registration period did not take place on the traditional schedule.

Court ruling puts pressure on the government

The latest development came on October 14, 2026, when a federal judge in California ordered the U.S. government to move forward with the DV-2027 lottery. Reports indicate that the court set deadlines requiring the government to open the registration process and provide information about selected applicants.

However, potential applicants should still wait for an official announcement from the U.S. Department of State before attempting to register. The exact opening procedure and dates need to be confirmed through the government’s official instructions.

New passport requirement

DV-2027 is expected to introduce a significant change for people entering the lottery.

Applicants will generally need to provide information from a valid, unexpired passport and submit a scan of the passport’s biographical page as part of the entry process. The U.S. government says the change is intended to strengthen identity verification and reduce fraudulent or duplicate entries.

People who hope to participate should therefore make sure they have the appropriate passport available before registration opens.

New $1 entry fee

Another major change is the introduction of a $1 registration fee.

Previous Diversity Visa lottery entries were free. Beginning with the DV-2027 program, applicants are expected to pay the new fee when submitting their entry.

The $1 registration fee should not be confused with the much larger government fees that apply later to people who are actually selected and proceed with the immigrant-visa process.

Registration must be online

The Diversity Visa entry is an electronic process. Applicants must submit their entries through the U.S. government’s Electronic Diversity Visa system during the official registration period.

The government does not accept paper applications or late entries.

Applicants should also be extremely careful with individuals or companies claiming that they can guarantee selection. No agent can guarantee that someone will win the Diversity Visa lottery because selection is conducted through a random process.

What happens after someone is selected?

Being selected in the lottery does not automatically mean that a person receives a Green Card.

Selected applicants must still demonstrate that they meet the program’s requirements and complete the required immigrant-visa process. This can include submitting additional forms and documents, undergoing security checks and medical examinations, and attending an interview.

A selection also does not guarantee that a visa will ultimately be issued.

DV-2027 visa period

The delay in opening the registration period does not change the official visa-application fiscal year for people selected for DV-2027.

The Department of State has stated that the DV-2027 visa-application period remains October 1, 2026, through September 30, 2027.

This means that applicants who are selected must complete the process within the applicable fiscal-year deadline.

Another important development

The Diversity Visa program is also facing broader scrutiny in the United States.

In August 2026, the Department of State announced that it was pausing the issuance of Diversity Visas while it reviewed screening and vetting procedures. Applicants could continue certain parts of the application process, including interviews, but the Department said that diversity visas would not be issued during the pause.

The situation makes it particularly important for DV applicants to follow official U.S. government announcements rather than relying on older social-media posts or articles published before the latest changes.

What prospective applicants should know

For people hoping to enter DV-2027, the most important message is simple: wait for the official registration announcement and use the official electronic entry system when registration opens.

Applicants should prepare their passport information, make sure their personal details are accurate, and understand the new $1 registration requirement.

The Green Card Lottery remains a highly competitive immigration program. Millions of people around the world may seek to enter, while only a limited number of diversity visas are available each year.

For now, the key question is no longer whether DV-2027 will proceed, but exactly when and how the U.S. government will open the de
