Program Description

The Hubert H Humphrey Fellowship Program a Fulbright exchange enhances leadership among international professionals who collaborate to address local and global challenges and foster change for our collective good. Through academic study and professional development with US counterparts this growing global network shares best practices and builds expertise in fields of critical importance to advance societal and institutional capacity promote human rights and freedoms ensure sustainable lands and develop thriving communities.

By providing future leaders and policy makers with experience in US higher education society culture and professional organizations the program provides a basis for lasting productive ties between Americans and their professional counterparts overseas.

Program Components

The non degree academic study component allows Humphrey Fellows to pursue tailored study programs at participating host institutions where freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a self directed individualized program at a host campus. Approximately 13 US campuses have been selected through a competitive process based on their ability to offer institutional and professional resources to host cohorts of Fellows in designated fields of study.

Humphrey Fellows may not request placement at any university. Each campus has at least one designated faculty coordinator for academic and administrative support. In addition faculty advisors assist Fellows in pursuing balanced academic and professional programs. Even though Fellows spend time in an academic setting and are able to take classes at a US university Humphrey Fellows cannot transfer from non degree status to degree status under any circumstances under their program.

The leadership and professional development component includes professional enrichment activities such as professional visits enhancement skills workshops conferences training programs and a professional affiliation placement. The professional affiliation provides firsthand exposure to a US work environment on a full time basis for a minimum period of six weeks. Early in the academic year each Fellow develops with assistance from the local campus coordinator and faculty advisors a detailed plan of practical professional activities geared to the Fellow Humphrey program objectives.

Fields Of Study

The Humphrey Fellowship fields of study have been consolidated into six main fields. Humphrey candidates are reviewed and selected based on their field of study not their geographic region. Host campuses can accommodate a limited number of Fellows in each field.

Communications and Journalism focuses on strengthening information integrity and US influence in the global media space through work in media and communications including investigative and responsible journalism national broadcasting digital media and public relations.

Law and Governance focuses on advancing rules based systems that support US security interests by working as attorneys judges law enforcement officials policymakers and civil society leaders advancing the rule of law strengthening security frameworks and supporting fair and accountable justice systems.

Natural Resources Policy focuses on driving policies that support energy independence resource security and economic resilience across critical minerals energy systems water and agriculture.

Public and Economic Policy focuses on addressing critical public and economic policy challenges in multiple disciplines across local regional and national levels that drive economic growth workforce development and market expansion.

Public Health Policy and Management focuses on developing self reliant and resilient local health systems in global health by addressing public health challenges including preventing infectious disease outbreaks through policy development service delivery surveillance and institutional preparedness.

Technology Policy and Management focuses on developing and implementing strategies and policies to manage the societal economic and security impacts of emerging and established technologies including cybersecurity artificial intelligence data governance digital infrastructure and telecommunications.

Participant Qualifications

Individuals must have a first university degree equivalent of a bachelor or undergraduate degree. Appropriate candidates are mid career professionals in leadership positions who have demonstrated a commitment to public service and the potential for professional advancement.

Individuals must have at least five years of full time professional experience beyond attainment of a first university degree and prior to August 2025. University teachers must have management or policy responsibilities except for teachers of English as a foreign language and specialists in substance abuse prevention and treatment.

Individuals with dual US citizenship or US permanent resident status may not apply as they are ineligible for a J visa. Individuals must hold a passport or be eligible to hold a passport of the country nominating them.

Applicants must not have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2026. Applicants must not have had more than six months of US experience during the five years prior to August 2026. Applicants must not have participated in a State Department exchange program within the last three years. Candidates must be Palestinian residents of Jerusalem the West Bank or Gaza Strip.
